以六標準差建構自來水水質監測系統之研究

摘要


為能滿足廣大消費者的供水需求,自來水事業除了供應安全衛生的飲用水外,對量與質應有更嚴苛的標準,並能與世界衛生組織的標準和先進國家水準接軌。 本研究藉由「六標準差管理手法」,運用於自來水水質監測系統上,經與專家學者及自來水事業先進共同討論,提出「原水管理」、「淨水設備管理」、「淨水藥品管理」、「配水管網管理」等四項因素為管控供水水質的重要條件,並經由層級分析法,進行整合性評估與探討,敘述如下: ㄧ、原水管理 原水是自來水的生命線,由受測專家給予的權重值得知「預警原水水質變化」最受專家一致肯定,可見,若原水水源的不好,光有先進的設備也不足以供給民眾安全衛生的飲用水。 二、淨水設備管理 對於一個淨水場而言,操作管理上最大的挑戰,即是在面對原水水質的異常變化時,仍能維持一定的淨水品質,滿足需求,淨水場內操作管理的加強,也是以此為目標,同時設備操作與維護是維持運作的重要工作,因此對於每個設備、設施的型號、幾何尺寸、數量、流速、使用時間、維修時間及內容,都要詳實的記載,且於主要技術測定時間和內容等等,也要清晰地記載,才足以維持良好的淨水設備。由受測專家給予的權重值可以看出,以「正確的設備操作及維護」為最重要影響因素, 三、淨水藥品管理 自來水處理的各個程序,包括設於取水口及淨水場之各項設備之運轉都需加入適當適當的消毒劑來控制出水的水質。但實際上﹐許多的情況都會使得我們的消毒過程不完全,如設備老舊、操作不當等。為此,由受測專家的權重值,「嚴格的控管藥劑品質」最為重要。 四、配水管網管理 由受測專家的權重值得知,此階段「穩定的配水水壓設定」最為主要。由於配水管網是與民眾接觸最直接的所得,稍有不慎的管理,將造成用戶對水質的誤解,因此,需維持良好的配水水壓,才能進一步做好與其他設施的配合。

To satisfy with consumers for the widely water requirement, the tap-water business not only supplies the safe and clean drinking water, but also has the strict standards to reach the World Health Organization standards and the level of advanced countries level. This research is based on “the management of six sigma way” which makes use of Water quality monitoring system, through the discussion with specialists & scholars and tap-water advanced business jointly, they propose “raw water theory” “water treatment equipment management”, “water treatment medicine management”, “water pipe net management” to be the important factors to control the water quality of supply, and through the Analytic Hierarchy Process, we proceed the integrated evaluation and discussion, and narrate the four factors as followings: 1. Raw Water management Raw water is the original of tap-water, from the weight value which tested by the specialists, we can know “pre-warning of raw water quality change” that is confirmed by the experts unanimously. Thus, if the original raw water quality is not good enough, even we can have the most advanced equipments which can not offer the safely and clean drinking water for public. 2. Water treatment equipment management The operative management is the biggest challenge for a water treatment site, it needs to maintain the certain water treatment quality and meet the requirement even the raw water quality is already changed extraordinary. So, to strengthen the operative management in water treatment site is based on this point, and in the same time, the operation of equipments and maintenance is a very important work to keep functioning. Thus, we need to record all the data in details and accurately on each equipment, model number, geometry size, quantity, flow speed, timetable of usage, timetable of maintenance and content, and for the main technology to be determined and its content,…etc. also needs to be recorded clearly, that can keep the good quality on these water treatment equipments. And from the weight value which tested by the specialists, we can know that “the correct operation for equipments and maintenance” is the most important factor of influence. 3. Water treatment medicine management Every procedure for tap-water treatment, including to set up in the water outlet and the functioning for each equipment in water treatment site, they all need to add the proper disinfectant to control the water quality of outlet. But, actually, there are many conditions that might cause the procedure of disinfection incompletely, such as the equipment is too old, the improper operation…etc.. Thus, the weight value which tested by the specialists, we can know that “control of medicine quality strictly” is the most important. 4. Water pipe net settlement management From the weight value which tested by the specialists, we can know that “stable supplied water pressure setting” is the most important. Because the water pipe net settlement is the direct connection with public, if there is any careless, it will cause misunderstanding on the water quality to public. Thus, we need to maintain the good water pressure to keep good quality further and collocate with the other facilities.
