以Porter鑽石模型理論探討台東舊鐵道路廊文化創意產業競爭力之研究

A Study on The Taitung Historical Rail-Trail Competition of Cultural and Creative Industries Using The Porter’s Diamond Model

摘要

「挑戰2008：國家發展重點計畫」中之文化創意產業發展計劃，主要期望藉由此計畫以改變臺灣經濟發展，透過整合不同領域與型式的產業，創造出以品牌、創新與優質文化為內容的新興產業提昇競爭能力。其中擬訂了「文化創意產業發展計劃」與「網路文化建設發展計畫」，期待藉由結合藝術創作和商業機制，以創造具本土文化特色之產品，藉以增強人民的文化認同與增加產業的附加價值。以Porter鑽石模型理論為基礎，來研究台東舊鐵道路廊的文化創意產業競爭力是本文探討的課題。 本研究使用層級分析法進行分析，並分為五個構面，再依各構面列出子項目。本次有效問卷共計15份，研究結果以需求條件構面權重24.7%最高，其餘依序為生產因素構面23.6%、相關產業和支援產業的表現20.7%、政府構面19.5%、競爭程度構面11.5%。 專家認為二十四個因素中，整體權重排序以鐵道文化內容豐富；權重7.2%、舊鐵道閒置空間再利用得宜；權重6.9%、結合台東文化創意產業社團展演活動；權重6.0％排序分別居前三名，以提升為國際城市競爭力指標；權重1.9%位居最末。 台東舊鐵道擁有最完整的鐵道系統遺址，更是從日治時期即完整地保留至今，屬國家級的文化資產，尤其是台東舊站鐵道藝術村啟用，以機關庫為主要展演空間，更以保留豐富鐵道文化遺產為其最大特色。 其次是舊鐵道閒置空間再利用得宜，台東舊站自廢站後，與新站間鐵道沿線，規劃成自行車道及行人步道，加上路廊轉體計畫、設置公共設施藝術化，提供給遊客休閒運動的都市綠廊，創立鐵道美學。 專家認為二十四個因素中，整體權重排序位居最末的是提升為國際城市競爭力指標。本研究使用層級分析法，係以服務項目做兩兩比較，以計算出各項之權重，結果只能表現其受重視的程度，並不能表示專家對該因素不滿意的程度。

It is divided into five dimensions by the use of AHP for analysis, and list the sub-project in accordance with the dimensions. The total of 15 valid questionnaires, the results of the requirements dimensions maximum weight of 24.7% and the rest were for the production of factors dimensions of 23.6 percent, related industries and support industries the performance of 20.7 percent, the dimensions of 19.5 percent, the degree of competition dimensions of 11.5 %.
Experts consider that 24 factors, the overall weight to sort Railway culture is rich in content; weight of 7.2 percent, the old railway re-use of idle space properly; weight of 6.9 percent, with Taitung cultural and creative industry association shows; weight of 6.0 Sort of abode were the top to.three enhance the international competitiveness of urban indicators; weight of 1.9 percent ranked last.
Taitung old railway has the most comprehensive railway system sites, but also from the Japanese colonial period that is, keeping intact so far, a state-level cultural assets, in particular, Taitung, the old railway station opening of the arts village to the main organs of the Showcase of space, but also to To retain its rich cultural heritage of the largest railroad characteristics.
This was followed by the old railway re-use of idle space properly, Taitung waste from the old station after station, and between the new station along the railway, planning a bike paths and pedestrian trails, and road corridors swivel program, set up public facilities art, available to tourists recreational sports city Green Gallery, the creation of railway aesthetics.
Experts believe that 24 factors, the overall weight of the last sort of place is to enhance the international competitiveness of urban indicators. In the study, the use of AHP is to do service projects by comparing two by two and calculate all the weight, the results can only show their attention level, and can not be said that experts are not satisfied with the extent of the factors.
