因醫療科技的進步,各種臨床醫療的技術精進,使臨床人員的分工越來越細且高度專業化,但隨著國民生活水準的提升與對於醫療服務品質之要求,非臨床醫事人員不僅擔負著醫療院所經營管理的重責大任,更是臨床專業人員重要的支持系統,因此非臨床專業人員亦趨向高度專業化的分工。 本研究嘗試由地區醫院的角度,探討臺灣中部地區層級醫院相關人員須具有證照之原因,以分析醫療機構在推動醫療服務品質之過程中,非臨床醫事人力具備證照之重要性。 本研究透過深入訪談四家臺灣中部之地區醫院,並運用質性研究法,以探討地區醫院專業非臨床醫事人力之運用情況與醫療服務品質之間的關聯性。獲得以下幾項結論:1.地區醫院所任用之非臨床醫事人力其類型有:醫務管理師、病歷管理師、行政人員(一般行政人員、掛號人員、總務與管理室人員等)。2.地區醫院任用具專業執照之非臨床醫事人力之程度不高,原因在於:醫院主管心態、成本的考量、就醫者型態與衛生政策的規範。3.地區醫院在提升醫療服務品質的過程中,雖然對非臨床專業醫事人力之重視程度不高,但其所扮演的角色仍有以下幾項:應用於醫院整體規劃、應用於醫病關係、應用於工作流程。
With the improvement of medical technology, the role of hospital has become more demarcation than ever. The non-physician staff are not only response to administration the hospital, but also to be an important supporting system of physician staff. This research has attempted to discuss the reason why staff who working in the district hospitals should qualify the certification in the middle of Taiwan. In order to analysis the process of forcing medical service quality that the importance of non-physician staff should qualify the certification in the hospital administration. This research is based on qualitative methods to survey the four district hospitals in the mid-Taiwan. The major findings of this study were as follow: 1.The extraordinary types of non-physician human resource in the district hospital are healthcare administrator, anamnesis administrator and administrators. 2.The condition of non-physician stuff who qualify the certification in the district hospital is not very well, the reason are as follows:the cognition of president, the cost, the type of patient and the standard of medical policy. 3.In the process of forcing medical service quality, the district hospitals are not very emphasize non-physician staff.
