建置遠距居家老人照護系統

Building a Remote Home Care System for the Senior Citizens

摘要

隨著高齡化社會的來臨及醫療健康保險給付制度的變革，世界各國無不積極
推動以居家式、社區式為主的居家健康與照護服務模式，利用資訊、通信科技以
遠距監視的方式，來建構E 化、M 化新型態的健康與照護服務，提升遠距居家
照護服務的品質與滿意度。在過去的長期照護之家與親屬的連繫上，不外乎是使
用電話通知、電話關心的方式，安養中心要告知親屬老人最近的狀況，也只能透
過電話通知，若親屬無法抽空探視在安養中心長輩，也只能透過電話關心，如此
的方式不能完全讓親屬安心也不夠即時。若是以居家式老人照護為服務模式，則
電話通知、電話關心的方式更不即時，也更不能讓家人安心。
因此，本研究提出以網頁伺服器方式來建置遠距居家老人照護系統以搭配開
放式系統軟體，再加以PHP與MySQL設計Web-Base遠距老人居家照護系統，並用
固定IP的伺服器再搭配視訊攝影機，實作出一套網際網路遠端居家照護系統。目
的是讓使用者輕易地透過有線或無線網路連接網際網路在有需要時能即時與家
庭醫生聯繫瞭解家中老人狀況，進而連接遠端家中的網路視訊攝影機，達到隨時
隨地觀看監控遠端居家照護情況。

Due to the aging society and the changing health care insurance system, many
countries are adopting a home-based, and community-based health care model,
utilizing infomation and communications technology as remote monitoring method of
health and care services, and to promote the quality of home care services and degree
of satifaction. The old mode of communications between the nursing home and the
patients' relatives was just telephone communications. The nursing home would
inform the patients' condition to the patients' relatives by telephone when the relatives
could not visit their elders. Such mode of communications could not completely
satisfy relatives concern and also not timely enough.
Therefore in this thesis we designed and built a Web-based remote home care
system for senior citizens using open source system software PHP and MySQL
coupled with fixed IP addressed Web server with remote camera. The purpose of this
system is to let relatives of the senior citizen to observe the timely status of their loved
one through remote camera and to communicate with their family doctots when
needed via similarly equipped system.
