社會企業之再定義：社會目的商品化

摘要

從新制度經濟學的角度，一個組織存在是為了節省市場上的交易成本，使消費者能以較少的代價來滿足自身的需求。而一個志願部門的組織，所面對的則是代價高昂的社會需求。為了尋求其他營利部門與政府的資源挹注，往往花費許多資源在建立與政府部門及營利部門的關係上。社會企業的概念近幾年在歐美日等先進的福利國家蓬勃發展，這樣一個兼顧社會目的與營利目的的組織，著實難以用傳統經濟分析來看待它。從新制度理論來解釋社會企業，能避免一般在經濟分析中，與社會企業所處環境差異太大的假設條件。本研究定義下的社會企業，是唯有依循著商品化這條路徑，才符合社會企業的條件。而相近於社會企業的企業組織，也可隨著路徑的延伸而在分類的光譜中找到落點。

From the perspective of New Institutional Economics, the exits of an organization are to save transaction costs in the market, so that consumers can make their own be satisfied with lower prices. And voluntary organizations are facing the high cost of social demands. In order to access to resources from other profit sector and government, it takes the organization a lot of resources to establish the relationship between government departments and profit sector. In recent years, the concept of social enterprise in many developed welfare states, such as Europe, the United States and Japan flourishing. Such an organization which considers social purpose and commercial purposes is difficult to use conventional economic analysis to deal with it. To explain the social enterprise from the New Institutional Economics theories, can avoid the assumption that is between environment and social enterprise are too different in the general economic analysis. In this research of social enterprise is the only path to follow with the commercialization and meets the social enterprise's condition. The organization similar social enterprises may also with the extension of the path to find the point in the classification spectrum of social enterprise.
