台灣地區身心障礙者與一般民眾上網行為之比較

　　本研究目的為探討影響台灣地區身心障礙者與一般民眾上網行為之比較，研究對象從「97年度個人/家戶數位落差調查報告」資料庫篩選，並自「97年身心障礙者數位落差與數位生活需求調查報告」，本文研究目的與文獻探討內容挑選出相關之研究變項，對應兩個資料庫進行研究與資料分析。　　
預測台灣地區民眾電腦使用行為之羅吉斯迴歸模型發現研究結果顯示，在控制性別、年齡、教育程度、家庭月收入及居住區域別等人口社會經濟學特性變項之下，顯示是否身心障礙者與平均每天上網時間有關聯。
另外，針對台灣地區身心障礙者與一般民眾上網行為之比較，預測其網路使用行為之邏輯斯迴歸模型發現，研究發現，在控制其他變項情況下，會使用E-mail曾使用網路休閒活動、曾使用線上傳呼軟體、曾使用網路電話、透過網路處理個人金融、曾在網路販售或購買商品、會上網搜尋網路生活資訊、沒有把握搜尋到親友需要的資料、知道政府行政機關設立之網站、過去一年曾透過政府行政機關網站、過去一年是否曾透過政府行政機關網站從事線上申請查詢資料等達統計上顯著差異。研究結果，歸納影響網路使用行為之相關因素，針對台灣地區民眾與身心障礙者的網路使用環境，提出改善建議：建立加強身障者教育程度提昇、提供經濟弱勢上網補助、針對中老年族加強其網路學習、關注弱勢群體網路使用，進而改善我國數位落差之問題。

Abstract
This study adopted the dataset of the 2008 Digital Divide which conducted by RDEC (Research, Development, and Evaluation Commission, Executive Yuan) to explore the use of internet and its comparison between the disabled and abled people in Taiwan. The studied subjects were those who had ever have access to internet.

Logistic regression models were used to investigate the digital divide between these two groups. After controlling gender, age, education, occupation, household income, and living areas, the group of disabled had more surfing hours in internet daily, had enjoyed online leisure activities and searched public announcements and policies on government websites more often than the abled. On the contrary, after controlling the same variables above, the abled group has shown more possible in using e-mail, instant messenger software, internet phone, online shopping, searching daily life information and known about public service websites of the government than the disabled people.

The results of this study enhanced the knowledge of digital divide between disabled and abled people in Taiwan. To bridge this kind of divide, the government has to emphasize and meet the special needs of the disabled. They suffer from different disorders access computer and internet, only tailored policies and strategies can help them out of the digital divide.
