摘要

當代國家發展的要件，大致以民主政治、自由市場經濟、資訊與言論自由等三者，共同構成相輔相成的三大柱石，而新聞傳播事業及新聞從業人員能否善盡職責，尤為確保合共政策及合共利益免遭侵蝕的前提。因此，如何使每個社會成員眞正明瞭新聞傳播事業的天職，觀察、掌握、監督新聞傳播事業運作的流程，不僅有助於確保個人權益，更有助於溝通互助，化解禁忌、猜忌，促進國家整體形象的提升。「媒體合民教育」不只是傳播學界的一項心願，亦為台灣地區邁向新世紀的一項社會工程，如果能以大學通識教育做為圓心，向社會各個層面推廣，並進而增設中央部會級的「傳播倫理委員會」，規範傳播媒介合理的營運生態，傳播界過去種種負面的表現，應可在各方共同督促下逐步導正洗刷，使新聞從業人員眞正成為社會正義的代言人和最忠誠的守護者。

The three pillars of the modern state constituted by democratic system, free market economy, and the freedom of information and speech. But only the press and the journalist work out their responsibilities, then the pubilc policies and the pubilc interests could be secure from any kind of damage. Thus, how to promote the common sense of media critique and the press ombudsman, not only good for personal welfare, but also benefits the social understanding and the national image.
The perspective on improving the quality of media critique, could begin with the pubilc monitor toward the press, then associate with the liberal education in college and the civics education in senior high school, especially to establish the cornerstone like the FCC (the Federal Communication Commission) in the United States, to regulate the ecology of media management in the Republic of China. This independent mechanism will be the new hope and vanguard of the whole citizen in Taiwan.
