摘要

不論是專業、半專業及非專業的諮商人員，所從事的專業諮商工作，必須補丁遵守本職的倫理守則，以規範自己的行為，避免為當事人、本專業及個人造成傷害。為避免倫理非行，要先提昇自己的倫理意識，深切體認身為諮商員的專業倫理義務。諮商員的主要倫理義務，就是提供當事人所需要的專業服務，並盡力保障當事人的權益，及促進他及社會的福祉。因此，為落實諮商服務的目的，諮商員應具備應有的專業知能，不斷充實自己，並體認當事人及自己權責，使諮商員與當事人的諮商關係，能在互信的基礎上建立、維持與發展。在諮商實務中，諮商員會有很多不易解決的倫理難題，他必須勇敢而冷靜地去面對，去解決。解決兩難和衝突的倫理問題，需要做深入的倫理思考及正確的倫理判斷，才不致因錯誤的決定，而觸犯倫理法則，或導至對當事人的傷害。諮商員應對個人倫理決定所可能導致的後果，知所警惕，不斷操習做倫理思考，熟悉相關的法令、倫理及道德原則，以導正主觀意識及判斷的偏差。

Counseling the practitioner is doing is a professional service, no matter he is a professional, paraprofessional or nonprofessional counselor. He is obliged to follow the ethical principles of the profession, that his professional conduct be regulated properly lest he may cause harm to the client, the profession, and himself. It is necessary that the counselor should strengthen his moral consciousness and realize his professional and ethical responsibilities and moral obligations. The primary responsibility and obligation of the counselor is to provide professional counseling service to the clients in accordance with their needs, to protect their basic rights, and to promote the welfare for both the client and society. To have the goal of counseling service be realized, therefore, counselors must be prepared with necessary knowledge and competence for professional practice, strive for continuos self education, and aware the clients and his ownrights and responsibilities that the counseling relationship, based on mutual trust between the client and the counselor, be established, protected, and developed. Counseling practitioners may meet a variety of ethical dilemmas and conflicts which are difficult to resolve in practice, they must inevitably to face them with courage and cool mind for thinking a solution. Moral thinking and judging accurately are necessary conditions to solve ethical dilemmas, in order to avoid misjudgment, unethical practice against the ethical code, or harm to clients. Counselors must be aware of the consequences caused by their ethical decision. The best way to avoid deviant subjective thinking and judging, is to practice continuously moral thinking and decision making, and to be acquainted with related regulations and ethical as well as moral principles.
