建構適合台灣社會的公民資格觀

摘要

從教育的立場而言，我們所關心的是如何釐清「公民素質」(citizenship)的觀念，確定我們要培養「怎樣資質的公民」，然後據以設計公民教育課程。至於理想公民資質內涵的界定，則必須考慮文化傳統、社會發展需求、時代思潮等因素，換言之，即必須參酌適合於台灣社會的公民資格觀加以全盤考量。本文探討當代的四種主要公民資格理論，檢視其在當前台灣社會的適合性。本文發現這四種公民資格理論所標榜的精神都相當契合台灣社會發展的需要，同時也都能在社會實際中發現他們存在的軌跡。自由主義重視個人自由和權利的保障，成為促進社會進步的主流思想，但呈現相當多的負面作用。公民共和主義重視國家社會的整體利益，重視實踐公民德行、實現社會共善，這種重視共善精神，可以矯正過分追逐私利的社會風氣。社群社義強調透過社群的認同凝聚社群意識、重視群我關係及社群的共享價值，以形塑社群成員的認同感，進而產生歸屬感，可以增進社群成員的團結，相當符合現階段台灣社會發展的需要。多元化主義呼籲要正視社會的異質性並矯正對弱勢族群的歧視現象，為弱勢族群及團體爭取平等的政治權利及公平的資源分配，以維持各個族群及團體之間的共存共榮，其所訴求的精神已有相當程度的被台灣社會所接納。總而言之，我們在探討適合台灣社會的公民資格觀時，必須將上述四種公民資格理論作為參照架構，採用其適合台灣社會的精神與內涵，捨棄其負面或消極的作用，以去蕪存菁，掌握其精髓。

From the standpoint of education, we first concern about what ideal citizenship should be and then develop citizenship education program accordingly. The main purpose of this study is to discuss four contemporary citizenship theories and to examine their fitness for Taiwanese society. Liberalism emphasizes on protecting individual's freedom and rights. Citizen republicanism pays much more attention to the common good of society. Communitarianism stresses on community sense and identity. Multiculturalism promotes social justice and the social weaker groups' welfare. The study found that the four contemporary citizenship theories are suitable for the Taiwanese society's need and also found their existence in the social reality. In summary when we consider about the ideal citizenship, we should use the four contemporary citizenship theories as references, talking the positive sense and the passive effect.
