鄉村地區發展生態社區選址評估模式之研究—以苗栗縣獅潭鄉為例

摘要

以永續發展的觀點而言，除了自然地區外，鄉村地區是最具潛力且較適合實行永續計畫的地區，鄉村地區在環境中除了扮演著食物供給的角色外，更重要的是提供了資源保育、地景多樣性以及民眾休憩之功能，鄉村地區之內部結構與都市社區有著顯著不同的特性，居民認同與社區事務參與的程度皆較都市地區為高，再加上鄉村地區之固有機能及環境問題較都市社區為簡化，使生態社區的設立更有創造性及成功性，雖然台灣各地近年來紛紛建立其所謂的生態社區，但卻缺乏一套評估準則作為生態社區設立以及相關方案執行的依據；因此本研究透過階層分析法與專家問卷，建立鄉村生態社區評估模式，並探討影響生態社區各項因素之相對重要性，並以苗栗縣獅潭鄉的七個村為單位社區進行實證，佐證評估模式之可行性。

For sustainable development, rural area is one of the areas that have more potential and suitable to do the sustainable projects, except natural area. It would be offered the functions not only for the food supply but also for resource conservation, landscape diversity and recreation. In addition, the internal structure of rural are is totally different from urban area. Because of its basic function and simpler environmental phenomenon, the establishment of ecological community in rural area seems to be more creative than urban area. Otherwise, the evaluation principles and practical selecting site model as the guild are lacked, although some sites called ecological communities have been built around local areas in Taiwan. Therefore, the study would likely to build the aassessing model of selecting the rural eco-community and discuss the interrelationship and weights among internal factors by using analytic hierarchy process and expert questionnaire. Lastly, the cases, the seven villages at Shihtan Township of Miaoli County, would be practiced and then the result would be proved to the feasibility of this model.
