我國公共職業訓練機構現況與問題之探討

摘要


近幾年來我國面臨經濟結構轉型、社會環境變遷及人力結構改變,相對的就業問題因此更受到矚目與討論。本文就當前臺灣地區經濟發展新方向,應如何加強人力培訓及提昇就業者技術能力之議題,從我國公共職業訓練背景、實施現況及困難問題等加以探討分析,並提出對策和建言以供參考。建議因應之對策爲: 1.應強化公共職業訓練機構之功能、確定轉型與發展方向。 2.宜速解決公共職業訓練師資缺額問題,俾使職業訓練功能順利運作。 3.發展符合區域性需求之職業訓練中心,建構完整職業訓練與就業服務體系。 4.研擬産、學、訓合作模式,結合技職教育與産業資源,提昇職業訓練及就業成效。

In recent years, Taiwan has been facing transformations of the economic structure, changes of social environment, and changes of the structure of human resources, and thus relatively, employment and the concerning problems are under more focus and discussion. This paper intends to analyze from such perspectives as the public vocational training background in Taiwan, the state of its practice, and the difficulties that are encountered, and accordingly to provide strategies and suggestions about how to fortify human resources training, and how to improve employees’ technical ability with reference to the new direction of the economic development in Taiwan. The suggested strategies are as follows: 1. The functions of public vocational training constitutions should be strengthened, and the transformation and its route of development should be ensured. 2. The problem of the shortage of public vocational training teachers ought to be solved as soon as possible so that vocational training could operate smoothly. 3. Vocational training centers corresponding with regional needs should be developed, and a well-established system of vocational training and employment services should be constructed. 4. The cooperation mode of industry, academe, and training-combining technological and vocational education with industry resources-is to be studied so that vocational training and employment effect could be advanced.
