教育品質將是影響競爭力的一項重要因素,因此,教育改革成為全球各地共同關心的議題,如何提昇教育品質是學校經營上的首要工作,近年來,學校的經營逐漸引進企業界的經營理念,期能締造學校的新氣象。因此,本文擬探討在學校行政上,如何應用全面品質管理策略,以提升學校經營的績效將全面品質管理運用在教育管理,經由文獻分析,歸納六項策略來實施全面品質管理:1、塑造學校發展願景,引領學校行政革新。2、建立學校行政預警系統,發揮「思患預防」的功能。3、實施團隊合作的模式,發揮組織的整體功能。4、充分掌握「顧客」需求,表現適切的行政作為。5、成為學習型組織,持續提昇學校品質。6、蒐集分析內外部資訊,作為持續改進的客觀依據。因此,全面品質管理才能成為學校行政革新的助力,並以全面品質管理達成全面品質教育。
Educational revolution has become one of the essential global issues within academic circles nowadays. Hence, improving educational environment and enlarging educational resources are the main factors to guarantee standard teaching quality. Recently, there is a trend to combine the concepts of business operation with educational maintenance. For that reason, utilizing business ”Overall Quality Management” in schools contributes to educational administration. According to previous research, ”Overall Quality Management” can be implemented in six areas : 1. Set up school objectives and renovate administrative system. 2. Establish administrative alarming system. 3. Adapt team-work cooperative pattern and ensure functional operation. 4. Satisfy students' needs. 5. Construct a learning organization and enhance teaching quality. 6. Gather internal and external information to be the objective reference for improvement. As a whole, ”Overall Quality Management” is beneficial for facilitating school administration as well as teaching quality.
