第二次世界大戰後,19 世紀的霸權英國可以說是損耗了大量的國力,國際舞台中心剩下了兩個新興的霸權國家:美國與蘇聯。這兩個新興霸權在攜手經歷了一段時間的世界大戰後,開始了長達50年的對抗,也因此對國際體系產生了巨大的影響。本篇論文自蘇聯建國時期的國際關係發展談起,從蘇聯對西方強國的疑懼,逐步地進入冷戰前的美蘇關係發展,其中並對杜魯門特殊的領導風格加以分析。最後並針對冷戰是否不可避免的問題,下了一個悲觀的結論。

After the Second World War, the greatest power in the 19(superscript th) century; Britain; was totally exhausted, only two countries were left as the greatest powers at the center of international arena: the United States and the Soviet Union. After a period of cooperation against their common enemies in the Second World War, the two fresh leaders started to confront each other in the next fifty years, which produced a great amount of influence upon the international system. This paper started from the Russian revolution, and the international relations after the establishment of the Soviet Union. Firstly, it analyses Soviet fear and suspicion to the western powers, then gradually develop its analysis into the American-Soviet relations before the Cold War, Truman's tough style was also included as a part of this section. Finally, this paper points at whether the Cold War was inevitable or not, and reached a rather pessimistic conclusion.
