The purpose of this study is to investigate the effect of student ratings systems in college level administrative policy whereby students review instructors through an evaluation questionnaire, and the consequent student perceptions of their own ratings. There are two different policies for the student ratings systems: required policy. and optional policy. The required policy requires faculty to implement a student rating in their courses, and the optional policy offers merely optional student ratings to departments. The sample includes 954 students in teachers colleges in Taiwan, during the 1999 spring semester. The results indicate some statistically significant differences in perceptions between the two groups along with many points of agreement. The areas under consideration include the purposes, concerns, components, and negative effects of the student ratings. There is no statistical mean difference to be found in the application of student ratings across the two groups. Both groups have generally positive perceptions of the process of student ratings. Irrespective of whether the school policy mandates the evaluation or not, students agree with the following: (1) All instructors should accept the policy of conducting student ratings, (2) The current students should be the raters, (3) Faculty evaluation committees should be responsible for developing the evaluation form, (4) A department-wide evaluation form should be used for student ratings instead of a college-wide evaluation form, (5) The best time to implement student ratings is at the end of the semester, (6) The evaluation process is best conducted in the classroom, and (7) The classroom chairman should be the person to take charge of the evaluation.
