跨國企業供應鏈網路營運規劃:決策架構發展及應用

摘要


企業根據本身的市場規模,設立海外據點或海外生產基地,以全球供應鏈的角度來看,營運管理將變得更為複雜,但一般的資訊系統對於供應鏈資源整合多在資料處理的範疇,較少牽涉到決策支援的部分。本研究以供應鏈營運資源分配的概念針對跨國生產與配銷問題提出一個問題處理架構,此架構包含了最佳化決策模型與啟發式演算法,以解決營運規劃問題。首先根據問題特性建立一個以利潤極大化為績效目標的營運決策模型,以此模型為基礎,考慮到NP-Complete的問題求解限制,接著提出了一套啟發式演算法以進行求解,之後以不同的實驗情境比較來驗證演算法的適用性。由規劃結果可知,在一些情境下,演算法的結果與最佳解相同,可顯示其適用性。整體而言,本研究的貢獻包括:(1)在全球供應鏈環境下,根據營運活動提出一套產銷問題的解決架構。(2)針對營運問題特性,建立數學規劃決策模型。(3)建構一個啟發式演算法求解決策模型,並比較其求解品質。最後將本研究所提之問題解決架構應用在-跨國LCD TV公司之營運規劃問題上。

In globalization environment, enterprises face global suppliers and customers and deal with the more complexity problems. Information systems could offer data collation functions without decision support ones. This paper proposes an operational planning framework from the perspective of resource allocation including procurement, production and distribution. The operational planning framework involves the optimized decision model and the heuristic algorithm. Fist, the decision model presents an objective of profit maximization and subjects to constraints associated with production and distribution of the firm for the operation planning. Under the decision model, a proposed procedure of heuristic are developed in terms of capacity allocation, logistics and distribution. Several numerical cases are carried out to demonstrate the quality of the heuristic. With computational analysis, the method is shown to be feasible in solving operational planning problems.
