摘要

更生保護（After Care）是犯罪矯治工作中極為重要的一環，起自犯罪矯正機構，而延續至整個社會。出獄人猶如為准出院的病患，仍需適當的醫療指導，以免舊病復發或感染其他疾病。本文作者以其數十年對犯罪學、觀護制度、及我國監獄實務及學術研究之投入，對更生保護之概念、理論及實施作法作一深入淺出之介紹。從更生保護事業在美國之濫觴談起，繼而對我國在大陸時期及政府通台之後的司法保護事業蛻變成更生保護事業，以「局內人」之角度作完整闡述，對於有志研究我國更生保護制度之研究者而言，此不會為一難得的歷史見證文件。最後，作者亦對我國現行更生保護事業現況、成果，及應發展之方向提出檢討與建言，本文值得實務界及學術界人士參考。

After Care is one of the most important tasks among the various treatments to criminals. It begins from criminal justice institutes and extends to the whole society. Like the patients discharged from hospitals, criminals released from prisons still need adequate medical supervision to prevent reoccurrence of old diseases or infection of new plague.As a devoted researcher and practitioner in Criminology and criminal justice, the author dug deeply into the concepts, theories, and practical measures of After Care programs in Taiwan and introduced them plainly to the readers. The contents reached by the author are the origin of the concept of After Care in the US. Governmental action for After Care programs during the ”mainland period.” and the development of After Care programs after the central government moved to Taiwan. From the angle of an insider, the author outlined the history and development of Taiwan's After Care programs completely and deeply. Besides, critiques and recommendation are also proposed. Therefore, this article could serve as an eye-witness of the history and development of Taiwan's After Care programs and should be worth reading by those who are interested in exploring After Care programs in Taiwan.
