本文介紹交近部電信研究所(Telecommunication Labs.,簡稱TL,以下簡稱本所)頻率與時間標準實驗室對精密振盪器的校正情形,並對相關問題加以探討,然後尋求解決方法。 本文除前言外首先在第二章推出頻時公式,並據此發展出振盪器之校正。第三章介紹本所實驗室頻時標準UTC(TL)對世界協調時UTC(Coordinated Universal Time Scale)的追溯,以及UTC的產生。由這兩章的對照不難看出,UTC-UTC(K)的發佈,使世界各頻時寬驗室品質一目了然,並知這努力方向。同理,本所頻時實驗室校正之振盪器符合頻時公式的程度,也可作為各受校振盪器穩定指標,並使各受校振盪器維護單位知道維護方法和方向,包括電源的不中斷和電壓的穩定以及振盪器數量的增加。 第四章以後為不穩振盪器問題發掘與解決之道。第四章以實測記錄證實電源中斷和電壓不穩對振盪器穩定的影響,第五章提出本所實驗室因應之道,第六章和第七章是振盪器維護單位可配合之方法。第七章是振盪器數量增加的效用,第六章是不斷電、穩壓和備用電池的必要。第八章則總結全文。

This writting suggests an operating system for the establishment of the CNLA (Chinese National Laboratory Accreditation) in standard frequency and time. It derives frequency and time formulas for stable oscillators, then suggests the calibration model for stable oscillators in the LNSFT (Laboratory of National Standard Frequency and Time), located in TL (Telecommunication Labs.). It describs how LNSFT traces BIPM (International Bureau of Weights and Measures) in frequency and time. It discusses the most important factors which influence the stability of the oscillators. For unstable oscillator it suggests calibration model for LNSFT, and both circumstance maintenance method and oscillators number maintenance model for the oscillator owners.
