〈公共服務擴大就業計畫〉的執行探討－以〈新竹市立國民中學校園環境整理計畫〉爲例

摘要

由於2000年之後，全球經濟景氣持續下滑，使我國一向以外銷導向為主的經濟結構亦遭受衝擊，加上產業外移的速度加快，更使國內失業率急遽向上攀升，而在面對此一總體經濟環境持續惡化的情況，為有效解決當年2002年因經濟景氣及產業結構調整產生的失業問題，行政院乃於當時推動〈公共服務擴大就業計畫〉，期望能在短期內，經由公共服務工作，直接創造出最大的就業效果。然就當時國內經濟情況不佳，百業蕭條，失業率與痛苦指數居高不下，政府於當時提出擴大內需方案是相當正確的，從理論與世界各國經驗來看，實施擴大內需之公共工程投資，不但要高效率，且要妥適可行，藉以提振經濟，達到反景氣循環的效果。其中〈公共服務擴大就業計畫〉係依2002年11月18 日總統陳水扁主持《失業問題及相關經濟議題》會議指示：「經建會提出之『推動公共服務提供就業機會』的構想，參照韓國及歐美國家實施經驗，對於在短期間創造就業，應有立竿見影之效，同時也可提昇國人生活品質並強化國家基礎建設。」2003年1月14 日立法院通過〈公共服務擴大就業暫行條例〉作為此項計畫之法源依據，年2月6日公佈實施。推動〈公共服務擴大就業計畫〉的目標即在期使失業率於2003年底前降至4.5%以下。 新竹市即於當年提出〈新竹市立國民中學校園環境整理計畫〉以落實行政院推行的〈公共服務擴大就業計畫〉，當時的待業人員如何申請？由哪些專責單位負責媒合？需要多少時間？在〈公共服務擴大就業計畫〉中待業人員的媒合是否恰當？市政府分配的人員是否符合各國民中學的需求，適任與否該如何評估？是否安排相關的職業訓練？單位主管就實際的執行面上是否有困難？依該一計畫就業的員工是否有如計畫所構想的學習到第二專長回到職場？就業的勞工是否得到工作的滿足？這些疑問將是本文探討的重心。本研究即以2003年7月份開始的第二期〈公共服務擴大就業計畫－新竹市立國民中學校園環境整理計畫〉為對象，以問卷普查及訪談的方式，就各國民中學的行政單位主管及實際就業人員兩方面進行調查，期望能實際了解其執行情況並提出檢討。

Present domestic economic conditions, the all trades are desolate, rate of unemployment and agony index remain high, the scheme is quite correct that the government proposes expanding domestic demand at this moment, according to the theory and experience of countries all over the world, implement the public project investment that expanded domestic demand, not only want the high efficiency, and proper and feasible, use to propose the economy of shaking, get the result of prosperous circulation inside out. It is that president Chen Shui-bian presides over the meeting of ”the problem of unemployment and relevant economic topic” to point out in accordance with November 18, 2002 among them the Public Service Employment Expansion Programs: implement experience according to South Korea and American, European countries through building the ”promoting the public service to offer the employment opportunity” idea that will be put forward, as to creating obtaining employment in a short time, there should be result of getting instant result, can promote compatriot's quality of the life and strengthen national capital construction at the same time. Through public service expand the employment interim regulations January 14, 1992 legislative organ Source basis of France as this plan. Announced on February 6, 1992. The goal of the public service employment expansion programs is to reduce the rate of unemployment under 4.5% before the end of 2003.
Hsinchu municipal government proposed the Campus Environment Plan for the Public Service Employment Expansion Programs then. But how to implement the executive organ to pursue in the real employment field of land public service to expand the employment scheme? How do job-waiting people apply? Which specialized in the unit and responsible for matchmaking? How long did it take the Public Service Employment Expansion Programs? Was it appropriate that the matchmaker of the job-waiting people in matchmaking? Did the administrative unit of every junior high school file an application to the demand, and to the personnel which the municipal governments assigned? How to assess? Should it arrange relevant vocational training? Did they obtain employment in future in so that the second speciality of study which the staff of employment mention like the plan in the junior high school at present? Did the labourer of the plan employment satisfy? The doubt will be the center that this text will be probed into. This research is focus on the second stage of the Campus Environment Plan for the Public Service Employment Expansion Programs which began to enter and use on July of 2003. carry on the investigation on two respects of executive of administrative unit of every junior high school and real employee by way of questionnaire general survey and interview, while expecting to be able to understand the junior high schools' actually implementation and propose suggestion.
