根據《天下雜誌》2004-2016年地方政府幸福城市排名調查資料分析,彰化縣政府各項幸福指數以文教力面向的表現最佳,其次是經濟力面向與施政力面向,再次是社福力面向,南投縣政府以文教力面向的表現最佳,其次是環境力面向,雲林縣政府以經濟力面向施政力面向與社福力面向的表現較佳,嘉義縣政府以施政力面向的表現最佳,其次是經濟力面向與環境力面向,再次是文教力面向與社福力面向。描述統計資料顯示中部彰投雲嘉四個縣政府幸福城市指數,只有文教力面向在非六都幸福城市平均排名表現在中後段,其他面向都乏善可陳,尤其是環境力面向在非六都幸福城市平均排名表現最差。從變異數分析(ANOVA)發現,彰化縣政府在經濟力面向顯然優於雲林縣政府、嘉義縣政府與南投縣政府,彰化縣政府與南投縣政府在文教力面向顯然優於雲林縣政府與嘉義縣政府,彰化縣政府在總排名顯然優於雲林縣政府。四個縣市幸福指數總排名只有彰化縣政府位在中後段,其他南投縣政府、雲林縣政府與嘉義縣政府的幸福指數均屬後段班。
According to the 2004-2016 annual surveys by the Common Wealth Magazine, the cultural education power of the central 4 agricultural county governments are at the middle, but the other dimensions have to be improved, especially the environmental dimension is the poorest in Taiwanese urban counties. Comparing the total happiness powers among the central 4 agricultural counties, only Changhua County ranks at the middle, the others-Nantou, Yunlin, and Chiayi counties all rank in the latest. The local government must construct the "competitive performance indicators" to examine their performance in order to upgrade the competitive powers. As the core element of TQM, performance appraisal has to collect and analyze the service outputs. The main critic to governments is their focusing only on "inputs" but ignoring "outputs". Since the goal of governmental reengineering is to construct the new governments with the entrepreneurial spirit, administrative outputs rather than inputs must be assessed as the appraisal model for governmental performance. Local governments must adopt "performance competitive assessment" as an incentive to executive administrative reform.
