專業營建管理執行障礙及因應策略之探討

摘要

國內之專業營建管理已行之有年，但於工程專案的推動與執行上仍遭遇許多的困難與障礙；本研究即針對目前國內的公共工程案例及相關的研究文獻，進行專業營建管理現況及相關法令規定之探討，另以案例中遭遇的執行障礙彙整出法令規章、契約規範、觀念認知、工程技術、管理作法及執行技巧等五大構面及其因子，然後藉由層級分析法建立專業營建管理執行障礙的構面因子架構，並以問卷方式調查構面與因子間的比較權重，以排序出相對的重要性。最後以專家群腦力激盪方式，針對執行障礙之因應對策與解決辦法進行深入的探討，提供各方面的思維以研擬出本研究之對策與改善建議，並驗證其解決方案的可行性。

Professional Construction management has been put in practice in Taiwan for years, however, there are numerous obstacles encountered. This study is intended to look through related literatures, current practices, and regulations to search for solutions. Moreover, regulations and codes, specifications, concepts, technical issues, management methodologies and skills are researched in depth. Questionnaires and AHP methods are used to draw proper conclusions. At the end, experts brainstorming are utilized to reach to suggestions. Finally, strategies and conclusions are drawn.
