台灣、新加坡、挪威營建產業資訊標準推動之比較

The Comparison of Initiatives for the Construction Information Exchange Standards of Taiwan, Singapore, and Norway

摘要

近十年來，營建電子商務已儼然成為各國營建產業提昇競爭力之主要策略之一，各國政府皆有規劃相關之推動計畫進行輔導與建置，國際間亦有針對發展營建資訊交換標準之策略聯盟組織，透過國際合作推動營建業之電子化。雖然，一方面各國協力合作共同制訂資訊交換標準；另一方面，各國對於資訊標準之推動及應用領域卻有不同。由於本文第一作者近二年來持續參加國際與營建資訊標準相關組織之年會，有感在各國中新加坡及挪威兩國政府在營建電子化之表現突出，希望藉由本文介紹台灣、新加坡及挪威在營建資訊標準推廣，並比較其間之差異，以供未來政府擬訂營建電子化推動政策時之參考。本文介紹台灣、新加坡、挪威三國營建電子化推動之歷程、相關措施及軟體應用現況，並從推動之目標領域、推動軸向、推動策略、應用情況及未來推動重點等角度比較三國之差異。

Promoting e-business has become one major trend in the recent decade for improving the competitiveness of the construction industry worldwide. There are also several international standardization organization directly or indirectly involved with the e-business for the industry. On one hand, countries are collaborating with each other to develop information exchange standards. On the other hand, each country may also have different goals and target application areas. The first author had been attending the annual forums of major international information standardization organizations related to the construction industry for two years. Based upon his observation, Singapore and Norway are two primary countries that have outperformed others in terms of standards development and application. This paper intends to review the development and promotion efforts of the information standards of Taiwan, Singapore, and Singapore and analyzed their differences. The paper compares the three governments from the perspectives of goal and application area, major effort trend, promotion strategy, current application status, and future development direction.
