在政府組織精簡的前提之下,身處公務體系的警察人員將面臨變革風期所引發的衝擊。此衝擊不外乎工作危機感的產生。此外,在政府鼓吹知識經濟之重要性之下,知識管理在警務部門日趨重要,為了解在組織變革是否會造成警察人員之工作危機感,並進而影響其組織公民行為之展現與知識分享之意願提出研究架構,並進而採實證方式驗證所提出之架構、理論探討、與研究假設。本研究基於過去在組織公民行為(OCBS)的研究建議與意涵,加以應用在知識分享意願的解釋上,認為組織公民行為與知識分享問有某種關係存在。再加上對身處變革之動態環境中,政府所採行的多種政策或措施,如政府組織精簡、新刑事訴訟法之施行等可能導致警察人員對於自身工作危機威脅感之認知日增,其結果可能對於警察人員其組織公民行為與知識分享意願之關係所產生影響。 本研究之結果顯示,(1)從事變革之警察機構與未從事變革之警察機構間之工作危機感有顯著差異,(2)組織公民行為與知識分享意願問確實存在正向關係,(3)工作危機感與組織公民行為及知識分享意願問呈現正向關係,(4)工作危機感與知識分享意願問成正相關,(5)工作危機感在組織公民行為與知識分享意願問具有干擾作用。最後並根據上述研究結果加以提出研究結論、建議、與限制。
Having acknowledged that knowledge management is becoming an important issue in governmental sectors, this study empirically tested the proposed research structure based on the rationale of literature discussions and research hypothesis to understand if observable behaviors such as OCBs can be adequate predictors of police officers' willingness to share knowledge. Based on the recommendations and implications of prior OCB studies, this study sets out to apply that there are relationships between OCBs and willingness to share knowledge. Surrounding by vopidly changeing environment brought about by new governmental policies, such as pension plans, downsizing, reengineering, and the like, police officers' perception of job insecurity is likely to be increased due to the changes in psychological contracts. This impact may result in relationship changes between OCBs and willingness to share knowledge. Conclusions, recommendations, and limitations are also stated, based on the research results.
