文化政策與文化產業的反省

Introspection of Cultural Policy and Cultural Industry in Taiwan

摘要

九0年代開啟台灣地方文化的風潮，地方文化發展議題也備受政策關注。社區總體營造、文化產業、到現在的文化創意產業，成為各縣市爭相發展的策略。在這十年的發展路徑，台灣的文化政策議程如何形成，而結果是否又如政策的期待，抑或被賦予過度的期待，本文嘗試從研究觀察的角度，從文化運動的開始、文化生活圈概念的出現、到文化產業與文化經濟的爭論，和文化環境的營造等層面，反思台灣的文化腳步並就當前趨勢提出建議。

In 1990s, Taiwan began to pursue a development of local culture and was in a fever of cultural policy in counties. Local governments engage in catching cultural advantages for promoting local redevelopment in terms of the PICD, cultural industries, and cultural creative industries at present. However, studies tried to discuss a historical trend of cultural policy and to examine if the cultural strategy was expected or over-looked. This paper hence tries to illustrate a cultural experience of Taiwan and, furthermore, to introspect issues of cultural agendas by discussing concepts of cultural perimeter, arguments between cultural economy and cultural industry, and constructions of cultural environment. Finally, it also proposes a cultural trend and suggestions for promoting Taiwan's cultural development.
