White Paper of SMEs (2005) points out those small and medium-sized enterprises should continue on industry's advantage accumulated in the past and extended the competition strength with ”innovation” business activities. This research explores the collection and arrangement of literature first, by adopting the (Grounded Theory), and find out the key factor that influences enterprises to promote innovation ability. Further, we focus on information service industry and employ Discriminate Analysis to outline the relevance between critical factor of innovation activities and the improvement of industry's high value.
