機構知識庫(Institutional Repository,簡稱IR,台灣稱機構典藏)是爲學術資源提供可信任且安全的長期保存、管理和永久訪問的機制。大學IR 是重要的數字資源建設項目,圖書館憑藉其信息處理方面的核心競爭力,承擔了IR項目的建設任務。國外大學圖書館在IR領域已積累了豐富的經驗和許多著名的成功案例。反觀21世紀初開始投入IR建設的海峽兩岸大學,雖然大量借鑒國外的發展經驗,但是現况却不盡人意。大陸高校的學術成果數量雖然可觀,但是IR的成功案例也寥寥無幾,至今多數高校的IR仍處在規劃和推廣階段。本文通過訪談大陸20所大學圖書館IR項目負責人,以及匯總各大學網站資訊和國內外相關研究文獻,運用定性研究方法分析歸納了大陸IR發展中現存的問題,評估了IR項目執行成效,提出大陸IR發展可行的解决方案。
Institutional Repositories (Institutional Repository, or IR) are constructed for the dependable and secure long term preservation, management, and access mechanism of academic resources. IR is an important element in the construction of a university's digital resources. University libraries, with their competitive advantage of processing information, are responsible for the construction of their universities' IR. The libraries of universities abroad have accumulated a wealth of experience and success stories in the field of IR. In contrast, for cross-strait universities which commenced IR constructions at the debut of the 21st century, despite relying heavily on the development experiences of abroad, they have not produced satisfying results. As for the colleges and universities in the mainland, although the quantity of their IR research is impressive, actual IR success cases are few, for which the majority of these institutions' IR remains at the planning and promotion stage. Through interviews conducted with individuals of some 20 universities who were responsible for their libraries' IR project, and summarizing information on their websites regarding IR and a literature review, this paper applies qualitative research methods to deduce the existing problems of the colleges and universities in the mainland' IR development and to assess the results of these projects' implementation. This paper also summarizes experiences learned and proposes feasible solutions for university IRs' development.
