As The War against Japan unfolded, refugee relief became the foremost important issue of that time. Refugee relief in warzone and unemployed people were organized and trained to provide the most complete and comprehensive treatment methods for the vast number of ravaged fellows through social relief. In other words, the refuges would not simply deplete goods but also actively improved production efficiency during wars. Such relief did not impede military affairs but facilitated the wars; nor did it disrupt the rear but strengthened the defense. The National Government replaced temporarily emergency relief to the large number of refugees through ”replacing relief with work” by holding production business; in addition to increasing much power of relief to the production.
