國民小學運動場館對外開放影響因素之調查研究

摘要

本研究之目的在了解彰化縣員林區、溪湖區國民小學運動場館設施設置情形及其對外開放現況，探討影響學校開放運動場地相關因素並比較不同背景變項學校影響因素的差異。本研究對象為彰化縣員林區、溪湖區38所國民小學的總務主任及體育組長進行問卷調查。
本研究根據實證研究結果得知：
一、彰化縣員林區、溪湖區國民小學運動場地設施設置情形：除田徑場、室外籃球場、室外綜合球場設置率較高外，其餘設施普遍偏低。
二、運動場地設施開放情形：除田徑場、室外籃球場、室外綜合球場開放達70%以上外，其餘設施開放百分比偏低。
三、運動場地對外開放影響因素的重要程度依序為：安全因素、制度因素、人力因素、經費因素、管理因素、物力因素、主管因素等。
四、不同學校在影響學校開放因素無顯著差異。
建議事項：
一、政府應提高學校運動場地設施的設置率，尤以興建室內體育館（含游泳池）為優先考量。
二、研擬加強開放之策略，並建立開放管理辦法，提供民眾更多休閒運動空間。

The purpose of this research was to investigate the provision of sport facilities in elementary schools in Chunghua county and their accessibility to the public. The differences of factors in the accessibility to sports facilities among schools from different backgrounds were also compared. Thirty-eight school sdministrators of elementary schools from Chunghua county, which had been revised with literatures and sdopted as research implement.
The conclusions of this research are as follows:
1. The installation of sport facilities in Changhua county elementary schools: higher frequencies in track and field areas, outdoor basketball courts, and outdoor ball counts. All other facilities are infrequent.
2. Accessibility of facilities to the communities: for outdoor facilities, more than 70% of track and field areas, outdoor basketball courts, and outdoor ball counts, while others are comparatively lower.
3. The factors, which influence their accessibility to communities, in order of their importance, are: safety, human resources, system, budget, management, facility resource, managers, etc.
4. Schools from different types and sizes have no significant differences.
Suggestions:
1. Government should reinforce the planning of school sport facilities to improve school infrastructures, especially gymnasiums (including swimming pools), which should be considered top priority.
2. Authorities should develop strategies to improve the accessibility to school sport facilities, and establish comprehensive and practical regulations for administrations, to provide more recreation and sport spaces for communities.
