A Study on Productivity of Taiwan's Port Industry While Considering Harbor Water Quality

考慮港區水質之臺灣港埠業生產力研究

摘要


本文評估2003-2007年臺灣地區港埠業生產力的變化。本文以「三年爲一視窗之DEA模型」,使用Luenberger生產力指數估計生產力變化。比較創新的是,本文將港埠對港區水質的控制能力納入生產力估計。本文的方法,可將各港口的生產力指數合計爲港埠產業生產力指數。研究結果發現,無論是否考慮港區水質,臺灣地區的港埠產業在研究期間的生產力是成長的,且技術進步是成長的主因。但是,就個別的港口而言,如果某一港口在水質控制上是有成效的,但在估計生產力時被忽略,則此港口的生產力將會被低估。

This paper evaluates productivity changes in Taiwan's port industry covering the period 2003-2007. Based on a 'three-year-window DEA (data envelopment analysis) method,' the Luenberger productivity indices are employed to estimate the productivity changes which account for the success of attempts by port agents to control harbor water quality. The approach allows the aggregation of individual port productivity changes to the industry level. The results show that the productivity in Taiwan’s port industry has experienced growth over the study period. Technical progress is the main source of productivity growth, regardless of whether harbor water quality is considered or not. At a disaggregate level, however, if a port agent has succeed in controlling water quality but we don't consider it, the results will misclassify the agent as being short of productivity.
