知識經濟的農業推廣策略

Agricultural Extension Strategies in knowledge Economy Era

摘要


農業推廣工作是一項知識產業活動,它可依喚醒活化、人力資源發展、資訊傳播和問題解決的協助等四項功能活動而對農業產生知識加值作用。在農業產業科技上,應立即建立各作物資訊系統和農業科技知識網。在農業經營管理上,則要擴大人力資源發展並進行規劃經營管理資訊系統。在農業生活內容上,則可規劃建立農村生活資訊系統。而農業生態內容上,則可關始進行人力資源發展工作。而鄉村文化內容上,則仍要加強進行喚醒活化工作。 要有效產生上述農業產業的知識加值效應,則要進行組織再造工作,因此,農業改良試驗研究機構應建立農業資訊傳播中心,此中心並與大專院校和企業機構聯合建構農業知識網。農會推廣股應偏重執行經營管理和生活兩類教育和諮詢服務,未來農會系統可成立推廣基金會來建立農業經營管理資訊系統及資訊網,以及建立生活諮詢系統。另一方面,則應協助農會進行鄉村文化的喚醒和教育工作。

Agricultural extension is playing an important role to promote agricultural development in an era of knowledge economy. The reason showed that agricultural extension has had explicit function to increase the quality of intellectual assets of farming enterprises and highly raise the competition of the whole agricultural industry by facing the challenge of entering WTO. Based on the past experiences, extension had run the knowledge-based activities in terms of education or information communication approach, and now, the knowledge levels of extension functions have been expanded to include animation, human resource development, information communication, and problem solving assistance which are considered to have impact on the varied value-added agricultural performances. To enhance the competitive advantage of future agricultural development, several strategies derived from the availability of varied extension functions would be suggested as following:(1) To structure and set up multiple crop information systems and a complete agricultural-technical knowledge network for achieving the results of better decisions on technical efficiency. (2) The new extension foundation funded by Farmer Associations' System has to enforce the duty of providing the advisory service for improving the management capacity of farmers. (3) Home economic extension work newly initiated by the university has build up the home economic knowledge network in coordination with FAS' and agricultural experimental stations and providing the advisory to the whole rural people. (4) Farmer Associations' and the rural culture and educate them to raise the ecological visions and conserving the environment.
