近年來我國於2016年發布新南向政策,希望能共創我國與南向國家間的經濟發展,而各大企業也紛紛響應政策轉往南向國家擴展事業,此時南向外派人員就是一個母國企業與海外子公司的重要溝通橋樑。因此影響企業南向外派人員的關鍵因素就非常重要,本研究將歸納各大影響企業外派人員因素,使其成為一個多準則決策的議題。本研究選擇南向國家經濟成長最快且投資比重最高的越南為研究範疇,彙整勞方、企業管理者以及政府機關與學者三大面向來建構影響企業南向外派人員的因素,並使用模糊層級分析法來進行分析探討,結果發現前三排序分別為外派薪酬制度、回任安排與發揮所學、就醫水準及便利,本研究將可做為未來企業提昇外派人員留任及制定政策的決策參考。
In 2016, the government of Taiwan introduced the New Southbound Policy in hopes of promoting economic progress between Taiwan and nations to the south. In response to this policy, many major corporations have been expanding to the south, making southbound Taiwanese expatriates crucial channels of communication between corporations and their overseas subsidiaries. Any factors that influence Taiwanese expatriates are thus essential. This study identified various factors that greatly influence Taiwanese expatriates, making them a Multiple-Criteria Decision Making topic. This study selects Vietnam, which has the fastest economic growth and the highest proportion of investment in the nations to the south. The factors were established from three aspects: employees, corporate managers, and government agencies and researchers. Analysis was then conducted using a Fuzzy Analytic Hierarchy Process. The results indicated that the top three factors were the expatriate compensation system, employment arrangements up on their return and opportunities to apply what they have learned, and healthcare standards and convenience. The results of this study can provide corporations with future reference for expatriate retainment and policy formulation.
