茶油產業發展之分析與評估

THE ANALYSIS AND EVALUATION OF THE CAMELLIA OIL INDUSTRY DEVELOPMENT

摘要

本研究係為了遴選出影響茶油產業發展的重要因素，並進一步加以評估。初步擬出評估內容之後，再透過模糊德爾菲法取得評估指標因素，並進行層級分析法（AHP）專家問卷得到各項指標的權重。研究設計分為兩層，第一層包括食農食安、社會經濟、產業發展與環境保育等四個主類目，並將其分別建立第二層的細項評估指標，同樣透過17位專家學者勾選適合的重要性。研究結果發現，經由模糊德爾菲法專家評估後，21個細部問項指標中，平均值最高者為環境保育中的茶油產業必須留意水土保持（8.18），而均值最低者為社會經濟中的茶油產品研發要加強產學合作（6.23），並經全體專家統計分析後，四個分析構面以「食農食安」的權重值最高（0.533）。最後，透過五個研究區域，在推動茶油產業的成效評估，並據調查結果擬定有效之策略，以供後續研究之參考。

This study is to identify important factors affecting the development of the camellia oil industry and evaluate further. The content of the evaluation was initially drawn and the evaluation index factor was obtained through the fuzzy Delphi method. These factors were then weighted separately by using the Analytical Hierarchy Process (AHP). In order to identify the important factors affecting the development of camellia oil industry, this research was designed with two layers. The first layer includes four main categories: food and agriculture, social economy, industrial development and environmental conservation. A second-level of detail evaluation indexes selected by 17 experts and scholars were implemented for each of the 4 categories stated above. It was found that, after the fuzzy Delphi method expert evaluation, among the 21 detail problem indicators, the highest average value is food environmental protection (8.18), and the lowest average is social economy (6.23). After statistical analysis by all experts, ＂food and agriculture＂ has the highest weight value (0.533). Finally, the effectiveness of the camellia oil industry was evaluated in five local research areas, and based on the survey results, effective strategies were formulated.
