摘要

本研究從網絡社會的背景與跨文化傳播的理論視角出發，說明文化外交的傳播模式及其意義。論文並以台灣政府在新冠疫情期間的防疫外交為例，以展現文化外交的各種可能操作方式。台灣的防疫外交一方面展現網絡社會下文化外交傳播模式的多元性，卻也暴露出文化外交包括媒體外交對國際政治影響力的侷限。期望藉由相關模式與觀點的引入，掌握當代科技與文化潮流，使外交的新思維與作法得以顯現。

This article explores the meanings and communication models of the cultural diplomacy from the theoretical perspective of intercultural communication under the background of network society. The author also takes Taiwan's Coronavirus Diplomacy during the COVID-19 pandemic as an example to reveal the various practices of cultural and media diplomacy. Taiwan's Coronavirus Diplomacy demonstrated the diversity of the communication model in cultural diplomacy, on the other hand it exposed the deficiency of cultural and media diplomacy in influencing international politics. By introducing related models and concepts, hopefully modern technological and cultural trends could be grasped, and the new thinking and practices of diplomacy might appear.
