應用無人飛行載具進行災害現場之調查-以高雄氣爆為例

摘要


近年來由於導航及通訊技術的進步,無人飛行載具逐漸變成航空製圖的主要工具之一。無人飛行載具即是沒有飛行員在載具上操控,而藉由其他方法 (如遙控、自動飛行等) 執行特定任務的飛行器。針對災區的部分,無人載具的確具備極佳的機動性,針對許多道路中斷或人力無法進駐的地區,若使用無人載具執行任務,不僅能快速的獲得地面的情資,縮短救災的時間,更能確保人員的安全。本文以高雄氣爆為例,說明在災後如何利用無人飛行載具進行災後勘災任務,並概略解釋相關作業流程及影像處理的簡要介紹。

With the development of navigation and communication technologies, the unmanned aerial vehicle (UAV) has become one of the popular platforms for aerial mapping. UAV is a generic aircraft designed to operate with remote control or autonomous flight, but without a human pilot aboard. For disaster surveillance, UAV provides excellent maneuverability and easily tasks disaster surveying for specific hazardous locations where road closures and blocks may occur due to landslides or other disaster events. Using UAV not only shortens relief time, but also ensures the safety of personnel. In this paper, a case study of Kaohsiung Gas Explosion event on July 31, 2014 was used to illustrate the applications of disaster surveillance using UAVs. The operating procedure and the image process with UAV in this event are introduced in detail.
