DELAY FACTORS, FREQUENCY AND RESPONSIBILITY OF CONSTRUCTION PROJECTS IN TAIWAN

台灣營建工程之延誤因素、頻率及責任

摘要


Delay is common for the construction projects and has different patterns in different countries. This study aimed to identify delay factors, frequency and responsibility of construction projects in Taiwan. Delay factors were analyzed and compared after being identified from literature, government database, and lawsuit cases. The factors identified from the above sources were found with consistency. The research results indicate that the construction delays in Taiwan have its own phenomena but have similarity with those of other countries. In Taiwan, the owners were responsible for over 50% of all delays. Land acquisition delay and design change occurred most frequently. The contractor's delays were resulted from insufficient site investigation and poor management. The value of this study is the characterics and patterns of the construction delays concluded by combining factors, frequency, occurrence stage and responsibility. A framework was proposed to include the four dimensions to provide needed delay information. It is simple to understand and can be used as a tool to trace delays.

在延誤在施工已是常態,而在不同國家有不同型態。本研究找出台灣營建工程的延誤因素、頻率,及責任歸屬。從文獻、政府標案系統,及訴訟案例中找出延誤因素,加以分析比較。從上述來源找出之因素有一致性。研究結果指出,台灣的工程延誤有自己的現象,但與其他國家的因素也有類似地方。在台灣,業主要負百分之五十以上之延誤責任,用地取得及設計變更延誤最常發生;承包商的延誤大都來自事前工地調查不夠充分及管理不佳。本研究之價值在於結合延誤因素、發生頻率、發生階段,及責任歸屬,歸納出的營建工程延誤的性質與型態,採用一個架構來呈現此四個面向的延誤資訊。此架構簡單易懂,能用來當工具以追蹤營建工程的延誤。
