老舊建物區導入低衝擊開發與傳統滯洪設施之防減災調適策略分析-以新北市板橋區為例

摘要


本研究利用暴雨管理模型,檢視短延時強降雨及長延時極端降雨於老舊集合式騎樓住商區域周遭導入不同類型滯洪設施之多目標效益。結果發現短延時強降雨下利用分散式生態滯留單元改善地表逕流量成效最為顯著(21.5%);長延時極端降雨下利用筏基式滯洪設施削減地表逕流效益略優於分散式生態滯留單元。為探討早期開發都會區之減洪調適策略,利用公共設施用地進行多目標效益分析,結合停車場之空間設計進行成本效益評估,結果發現分散式生態滯留單元於短延時強降雨情境發生後經濟收益可於第11年開始正成長,而長延時極端降雨則於第22年開始正成長;筏基式滯洪設施於短延時強降雨情境發生後可於第18年開始正成長,而長延時極端降雨可於第27年開始正成長。以氣候變遷調適目標思考低衝擊開發與傳統滯洪設施之環境規畫定位,檢視相關措施導入老舊傳統騎樓住商區域之可行性。

This study uses a stormwater management model to examine the flood mitigation benefits of introducing different types of facilities into old multi-unit residential buildings with short-term heavy rainfall and long-term extreme rainfall. The results found that the decentralized biological detention unit under short-delay heavy rainfall has the most significant effect in improving runoff (21.5%); the raft-based flood detention pond under extreme rainfall has better runoff reduction benefits than the decentralized biologicaldetention unit. In order to explore the flood mitigation and adjustment strategies for climate change, the multi-target benefits of land for public facilities were used, and the cost-benefit analysis was carried out in conjunction with the design of parking lots. It was found that the economic benefits of the decentralized biologicaldetention unit in short-delay heavy rainfall can start to be positive in the 11th year. In extreme rainfall, it starts to grow in the 22th year; the raft-based flood detention pond can start to grow in the 18nd year in the short-delay heavy rainfall, and it starts to grow in the 27nd year in the extreme rainfall. Consider the positioning of low-impact development and traditional flood detention facilities based on climate change adjustment goals, and examine the feasibility of introducing old traditional houses into relevant measures.
