國軍營建購案擇商決策之研究

摘要

公共工程建設採購案件執行的優劣，對國家競爭力的提升，國人的觀感具有正面影響力，更直接影響整體施政成效。因此，本研究藉由動態資料包絡分析法（dynamic data envelopment analysis）評估廠商經營績效，建立等級劃分制度，並提出將績效等級加入投標廠商基本資格中，或於招標初期透過邀請營運狀況良好之績優廠商參與投標等建議，協助購案於起始階段便降低不良因子的影響。另外，藉由標竿分析提供各廠商改善相對效率值之精進方向，瞭解如何調整資源分配，以提升自身營運續效，增加參與政府機關購案之可能性。

The good quality of the implementation of public construction procurement cases has a positive influence on the improvement of the country's competitiveness and directly affects the overall governance effectiveness. Therefore, this study uses dynamic data envelopment analysis to evaluate the business performance of firms. We aim to establish a grading system, which propose to add performance grades to the basic qualifications of bidders, or invite firms with good performance in the initial stage of bidding in order to reduce the impact of bad factors at the initial stage of the purchase. In addition, through benchmarking analysis, and to provide the direction for each firm to improve the relative efficiency value, understand how to adjust the resource allocation to improve its own operational performance, and increase the possibility of participating in government agency purchases.
