摘要

本文探討傳染病大流行下的疫苗分配原則與倫理，介紹疫苗短缺之概念、回顧美國2004年流感疫苗嚴重短缺歷史事件、美國針對流感大流行之疫苗分配策略、當前國際上與英美對於Covid-19疫苗提出的分配建議與指引，最後檢視我國現行因應大流行之疫苗分配策略並提出建議。

This article explores the principles and ethics for vaccine allocation in pandemic. The concept and historical events of vaccine shortage in the US was firstly introduced. The strategies for vaccine allocation in pandemic influenza, and the current international and national guidelines for the allocation and prioritization of Covid-19 vaccination are then discussed. Finally the pandemic influenza and Covid-19 vaccination policies of Taiwan are presented and some policy consideration advised.
