摘要

「臺灣電力株式會社」（以下簡稱「臺電」）長期被視為推動臺灣工業化的能源單位。若將臺電與臺灣工業化劃上等號，將忽略了漫長的變遷過程，也過於簡化工業化的內涵。本文探討臺電在臺灣工業化發展上的侷限性，農村電氣化、糖業、重油發電部門的發展與瓶頸。
在農村電氣化方面，臺電既是政策下唯一的供應者，卻不允許農會（組合）介入電力市場，加上臺電無力進一步深耕農村的情況下，所謂農村電氣化，除了電燈略有斬獲外，餘皆較欠缺，遺留下的缺口，反讓石油發動機與小型直流機組大行其道。
以糖業為例，電力在整個製糖過程中，集中在生產的前段，並未深入製糖的核心部份。加上臺灣糖業部門比電力部門發展要早，故電力設備多半自給自足，毋需仰賴臺電。再就廠商利潤而言，投資電力機械的初期資本太大，與既有製程所能提供獲利率若不能拉大，則缺乏誘因，加上糖價輸出日本市場的週期與景氣波動，在在影響臺電介入糖業部門的速度。
電動發動機使用成本遠比重油發動機低廉，但因臺電無力擴充輸電網，選擇重油發動機可能是廠商別無選擇中成本相對低廉的結果。隨著臺灣區位條件的外在變化，臺灣低廉的電價已落後於朝鮮與中國東北地區對資本家的吸引力。

Taiwan Power Company(Taipower), the biggest power-offering company in Taiwan, has been viewed as the organization which promotes the industrialization in Taiwan. Based on the reference ”Business Carrying Report”, this paper is going to discuss the relationship between Taipower and Taiwan industrialization. I’ll describe the processes and bottlenecks in industrialization of power, electric light, and other departments such as electrification in countryside, sugar industry, generating electric power from heavy oil and etc. If we summarize that Taipower is equal to Taiwan industrialization, we may ignore the long-term changing process and may too simply the culture of industrialization.
