The Social Imaginaries and Governance of the Creative Class in Shanghai International Youth Community

In this paper, I use five case studies of Shanghai international youth community, and draw on the theories of social imaginaries (Taylor, 2004), and sovereign power and political exception (Ong, 2011b) to conceptualize how sovereign power forms the new social imaginaries of the creative city in Shanghai international youth community. I particularly look at how state educates and governs these young creative talents to recognize, understand and practice the norms and orders in the new social, as well as to perfectly represent the image of creative Shanghai. In this paper, I provide the reflections about: in the perfectly state-written repertory, state utilizes political exceptional talent policies, National Social Credit System, and residential permission to force young creative talents to suffer a rigorous competition of replacement or promotion. I also like to argue that young creative talents apparently enjoy the right to Shanghai city, however, they are under sophisticated surveillance by state and community operation companies to watch them as in Truman show.
