摘要

在都市防災空間系統的架構下，本研究針對洪水的特性，增加都市防災防洪規劃的方法。應用GIS都市防災規劃資訊系統，疊合模擬淹水潛勢範圍資料庫，以釐清與原防災規劃的差異。再藉由現況調查，檢測現階段防災規劃中避難據點在都市淹水時的使用現況，以訂定出淹水補強的模式再藉由訪談及問卷的方式，來了解民眾對防洪據點補強及規劃內容之看法，進而提出解決現況的方式及對未來開發都市提出因應之對策。
本研究擬以台北市實證地區都市防災系統為基礎，修正與強化防洪據點規劃，提出補強對策，以達到塑造安全都市為主要目的。並從防洪的觀點切入，透過問卷調查進行民意的徵詢，加以彙集並分析民眾對於經濟損失、防洪需求以及災害發生之感受度。結合前之調查提出現況改善及因應方式，爾後提出結論與建議。

Under the structure of original disaster prevention system of the city, aim at the characteristic of the flood, increase the method of the flood control programming in the disaster prevention of the city. By applying with GIS system of the disaster prevention and the database of the flood scope, to distinguish the difference with original disaster prevention program. Then investigate by current conditions, to seek the shelter of the disaster prevention program. In order to establish the strong mode we use the method of interviewing and write the questionnaire. It will help us to understand that people’s viewpoint of the base strong and the programming. then we will find the right way to deal with the current conditions and develop to the future. 　This research intend to regard the disaster prevention system of Taipei City as the foundation, revising and enhancing the flood control programming. And correspond from the standpoint of the flood control. By using all kind of methods to search what the people really care and what they really need. After finishing that we will know what we will do.
