生物科技產業是二十一世紀的明星產業,亦是台灣未來產業發展重點之一。為扶植此項產業之成長與提升國際競爭力,各國政府及民間企業莫不縝密規劃與投入資源,以期望未來可獲得具體成果。許多學者研究曾指出,產業的地理群聚是其具有國際級競爭力之重要原因,而台灣以往在高科技產業之興起,透過新竹科學園區的設立使產業結構升級,可視為一成功典範。本研究之目的在建立一個評估未來發展生物科技產業,以群聚效應有效促成產業發展的專屬區位選擇模式。由於群聚效應之影響因素並非獨立性,且具有回饋效果(feedback)之影響關係;因此,本研究運用ANP多準則決策模式(MCDM)建構一「生物科技園區」區位選擇模式,其中考量影響產業群聚效果之要素,並擬定三個不同替選方案,評估設立生物科技園區之最適地點,結果以臺北市為最優先選擇地區,其可提供政府產業發展決策之參考。
Biotechnology is a star industry in the 21st century; in the future, it will also be one of the major industrial development in Taiwan. For raising its growth and international competition, there are no governments and enterprises without detailed programming and investing resources, expecting to obtain fruitful result. Many researches pointed out that the geographic clustering is an important factor to have international competitive advantages. The fact that high-tech industry sprang up in Taiwan, through the establishment of Hsin-Chu Scientific Park to upgrade industrial structure, has been considered a successful paragon. We can follow this model to set up an exclusive zone for promoting biotechnology industry by cluster in the future. In this study, it uses MCDM to found a ”biotechnology park” site selection model, which is considered the cluster factor and assumed three alternatives to evaluate the optimal location, and the Taipei city is a top priority. The result may provide a suggestion for the policy decision of industry development.
