摘要

本評論分析影響2004年立委選舉的主要因素、選舉結果代表的意義、以及選後政治可能的發展發向。文中指出，影響選舉勝敗主要的原因是選戰議題的設定逐漸偏離了民衆的需求。而這樣的選舉結果同時也讓陳水扁總統在第二任期內面臨黨內、泛藍以及國際社會等三重由內而外的壓力，將會造成施政的極大挑戰。而選民在低投票率背後所呈現出來對政治的冷漠和疏離感，對朝野政黨都是值得重視的警訊。

This review analyzes the main factors influencing the 2004 legislative election and the implication of the outcome, and points to some of the possible future developments from these implications. The author points out that the main reason that affects the outcome is the agenda set during the campaign process deviated from the people’s needs. This result also puts President Chen’s second term in a difficult position, having to face pressures from his own party, opposition parties, as well as the international society at the same time. Also, the apathy shown by the voters from the historical low turnout is a warning sign worth noticing by all parties.
