摘要

本文旨在探討2006年的北高市長選舉中，影響選民投票抉擇的因素在南北兩市的異同，尤其著重在選民對政府施政表現評價的影響，另外，選前一系列的貪污醜聞是否在此次選舉中成爲選民投票的考量依據，則是另一個探討重點。研究結果顯示，在北高兩市不同的選舉環境下，選民投票抉擇的考量確實有所差異，除了台北市選民對於候選人評價在投票抉擇的影響上重於高雄市選民外，近年來民進黨在高雄市的政績受到跨黨派選民的高度肯定，並對選民的投票抉擇發揮顯著的影響力，呼應了政績是民進黨穩住高雄市執政權的說法。此外，不論是在台北市或高雄市，雖然選民對陳水扁的清廉評價並未直接影響其投票抉擇，但對馬英九的清廉評價卻在投票抉擇上發揮顯著的影響效果。

This essay analyzes the differences in voter choices between the Taipei and Kaohsiung electorates in the 2006 mayoral elections. Special attention is paid to administrative performance and corruption scandals surrounding Chen Shui-bian and Ma Ying-jeou. The results indicate that the evaluation of candidates has more influence over voter decisions in Taipei than in Kaohsiung. Also, regardless of voters' party identification, the Kaohsiung electorate is more satisfied with the DPP's administrative performance than the Taipei electorate is with the KMT's administrative performance. Moreover, the electorate’s evaluation of administrative performance is a significant factor in voting decisions in Kaohsiung, but it has no significant influence in Taipei. Still, while Chen Shui-bian's integrity does not have a significant impact on voter choices, Ma Ying-jeou's integrity does serve as a significant factor in voting decisions.
