技職院校推展產學合作專案制度之探討

摘要

主要探討我國技職院校推動之產學合作專案實務，其進路首先探究產學合作的發展，分析相關文獻與理論，釐清產學合作的之內涵；並針對產官學合作的推動誘因，依產學合作的激勵、及推展跨國合作與交流等二方面加以說明，試圖瞭解與尋找激勵大學教師的研究動機與最佳鼓勵因素。其次，針對學術界、產業界和政府機構的實施效益上，分析三者之間的合作夥伴關係；並就俄羅斯、紐西蘭、英國、美國、日本、德國等六國，在產學合作實施上特色，歸納比對出發展我國實施產學合作模式，確實有利於產品創新和製程技術創新同步進行，並有效解決產業界創新能力不足，及填補科技專案欠缺革新式創新注入等問題。最後，根據所採用產學合作夥伴模式之關係方式，提出可創造產官學三贏局面的四項建議，提供技職院校推展實施產學合作專案之參酌。

Focuses on the vocational institutions to promote the practice of industry-university cooperation projects, the first of its inquiry into the way the development of industry-university cooperation, analysis of relevant literature and theory, to clarify the content of industry-university cooperation; and academic cooperation for the promotion of industry, government incentives, according to encourage industry-university cooperation, and promote cross-border cooperation and exchanges illustrated in two ways, trying to understand the motivation of university teachers and to find the motivation and the best incentives. Second, for academia, industry and government the implementation of the benefit, the analysis between the three partnerships; and to Russia, New Zealand, the United Kingdom, the United States, Japan, Germany and other six countries, industry-university cooperation in the implementation of the characteristics, summarized the development of China than on the effective implementation of industry-academia cooperation model. Finally, the use of industry-university partnership model of relationships in academia, industry, proposed to create a win-win situation in the four proposals, providing technical and vocational institutions to promote industry-university cooperation in the implementation of the project researches.
