先發式都市工程防災管理之體制與應用的初步研究

摘要

「都市工程」可謂之為各級地方政府所興辦或位於都市計畫範圍內的公共工程。旨在提供都市或社區居民在食、衣、住、行、育、樂，乃至購物、醫療、…等等各方面所需，或為提升都市居民之生活品質和公眾利益。在都市環境規劃中，「都市工程」一直是國家暨地方經濟建設的基礎，因為沒有都市工程去支持、承載都市和市民必需要的活動，都市勢必面臨癱瘓。面對國內工程防災體系尚未建構完全的事實，本文主要以「文獻分析法」，拓荒式地將「營建環保」、「都市工程」和「防災管理」作一系統性、科際性的整合，從而提出「都市工程生命週期與先發式都市工程防災管理」之建議，期能彌補國內目前都市防災理論與體制之不足，強化都市工程防災管理機制與策略，而為國人消彌禍害於無形多盡點心力。

Urban public works, in this paper, have been referred to those public works that are conducted by the local governments or situated within urban-planning areas. They have closed relationship with urban residents' living quality. Furthermore, Urban public works do contribute to enhance the public welfare. Eventually it will lead to promote the basis of national and local economic development. Without the support of the necessary public works to meet the need of the public, an urban will be facing paralysis. This paper adopts integrative documents review approach and is a pioneering study to integrate environmental protection of construction, urban public works and management of disaster prevention systematically and inter-disciplinarily. Accordingly, this paper provides a basic disaster management system of urban public works afterward. In summary, the most important idea of this study is to recommend, initially a conceptual framework called ”Life Cycle of Urban Public Works” and some strategic thinking about proactive management of disaster prevention in urban public works.
