特殊對象人員職業訓練實施之策略

摘要


台灣地區特殊對象人員色括:負擔家計婦女、中高齡者、殘障者、厚、住民及生活扶助戶。依據我國「就業服務法」之規定,主管機關對上述對象中有工作能力者,庭、訂定計畫,致力促進其就業。職業訓練是短期內增進特殊對象人員就業能力的最佳途徑,透過有效的職業訓練策略,可以發揮職業訓練的社會性與經濟性功能,賦予特殊對象人員從事工作所需的工作知識、技能和態度,使其順利就業與發展。 本文昌在探討台灣地區特殊對象人員職業訓練實施之背景、辦理之概況、職業訓練相關之問題,最後綜合歸納出當前政府對特殊對象人員訓練採行之策略,並且針對問題,提出可行之策略以為建議。

The Underprivileged population in Taiwan inc1udes women independent1y supporting the family, the middle aged and the elderly, the disabled, aborigines and low-income family. According to the Employment Services Act, the authority should make plans to help the underprivileged who have work ability to be employed. The best way to obtain the vocational competence in a short time is through vocational training. Definitely, it can enhance the function of society and improve the living of the underprivileged if we have better vocational training strategies. It is the responsibility of a welfare country to help the underprivileged to obtain the necessary knowledge and skills. First, this paper will provide brief introduction of the background and current status of vocational training in Taiwan. Next, the paper will discuss problems and current approaches for facilitating the underprivileged with better employability. Finally, this paper will propose practicable strategies in Taiwan for future improvement.
