玄奘大學成立於民國86年,是教育部在民國70年代,解除對各級私立學校的設置限制後所成立的高等教育學府,也是佛教界繼華梵、慈濟、南華等大學院校後所成立的第四所大學,對新竹市而言,則是繼清大、交大、新竹師院、中華後所設的第五所大學。大學為高等教育學府,是學術研究的重鎮,同時也負起引導社會發展與服務社會的功能,一所大學的設立,往往是社會進步的原動力。玄奘大學的建校,學界已有數篇論文發表,但其內容均在建校歷程,本文重點在建校過程中所遭遇的土地與建物上之難題,及其解決之道,並就:地權取得、土地開發、校舍興建等方面將以論述,彰顯出建校之不易。
In 1970s, Taiwan's Ministry of Education lifted restrictions on the establishment of private schools at all levels. Hsuan Chuang University (HCU), established in the year 1997, is the fourth Buddhist educational institutions of higher education after the setup of a few other Buddhist institutions, such as Huafan, Tzu Chi, and Nanhua University. As in Hsinchu County, HCU is considered the fifth after National Tsing Hua University, National Chiao Tung University, National Hsinchu University of Education, and Chung Hua University. University is meant for higher education and serves as the center of academic research. At the same time, it also assumes the function of guiding social development and serving our society. The setup of a university is often the driving force behind social progress. There are several academic papers related to the establishment of Hsuan Chuang University and their contents are all about the process of building the school itself. In this paper, my main focuses will be on the land problems encountered in the process of developing the school and ways to overcome them. Discussions shall include acquisition of land rights, application for land use, re-test of cadastre to highlight the difficulties of developing a school.
