摘要

在2020至2021年，全世界體育運動界面臨了前所未有的新冠肺炎疫情挑戰，其中尤以第32屆2020東京奧林匹克運動會為最，其牽涉的參與人數、國際間移動和籌備經費規模皆最為龐大。即便國際賽會已有不同的籌備考量方向，但為了保護各國家的公眾衛生安全，主辦單位如何面對國際賽所帶來的大量國外旅客移動、病毒傳染的風險等議題。各項相應的管制措施應運而生，而隨之而來的就是因應防疫工作所產生的經費支出和人力資源投入。本文試彙整整理東京奧運的前期籌備、比賽過程管理、賽會後追蹤等面向，分享實際情況，並提出對於未來國際綜合運動賽會的可能發展趨勢預測，期能藉由本屆奧運寶貴的經驗萃取，作為未來即將到來的更多綜合賽會籌辦和參與的參考。

From 2020 to 2021, the world's sports industry faces unprecedented challenges from the covid-19 pandemic, especially the 32nd 2020 Tokyo Olympic Games. Including the number of participants involved, international travel and the scale of preparation funds are the most massive ever. International competitions have different preparation considerations. In order to protect the public health and safety of various countries, how to deal with the risk of large numbers of foreign passengers moving and virus infection brought by the international games, various corresponding control measures have come into being. What follows is the expenditure and human resource input in response to the pandemic prevention work. This article tries to compile the actual situation sharing of the preparations for the 2020 Tokyo Olympics, the management of the game process, and the tracking after the game. Moreover, this article proposes predicting the possible development trend of the future international multi-sports games, hoping to extract the valuable experience of the Tokyo 2020 Olympics. Hope to become a reference for the participation and preparation of more sports events in the future.
