自主防救示範社區的共同韌性特徵

Common Resilience Characteristics of Pilot Communities for Self-Organized Disaster Response

摘要


社區如何針對災害克服集體行動困境,以自組團隊做好防災救災工作,一直以來是氣候變遷治理的重要課題。對優良示範社區進行調查與分析,有利於進一步瞭解社區防災組織的合作動力及其韌性組成。本研究運用指數隨機圖模型進行分析,結果指出組織的備援性與資源性是示範社區共有的網路結構與韌性特徵,也是基層自主防災的基石。

One of the critical issues in climate governance has been how a community responds to disasters through its self-organized teams that surpass the dilemma of collective action. An investigation into prominent communities with high performance in disaster reduction helps to understand the above issue, with special regard to the dynamics of cooperation and the embedded resilience components. So far four resilience components have been identified, which include robustness, redundancy, resourcefulness, and rapidity. With these important indicators of community resilience, it is plausible to empirically evaluate the volunteer network of the pilot communities that have shown excellent implementation in disaster preparedness, mitigation, and recovery. Based on the valued Exponential Random Graph Model this paper certifies that the "redundancy" and "resourcefulness" are the common resilience components of community cooperation networks for disaster response. Redundancy and resourcefulness are thus suggested as key elements in building self-organized communities for disaster prevention and reduction.
