應用大數據分析於優化消防勤務派遣之研究

Research on Applying Big Data Analysis to Improve Fire Service Dispatch

摘要


隨著可搜集的資料量大幅增加,儲存資料的成本不斷降低,大數據成為近年來的熱門議題。各級消防機關119勤務指揮中心每天接受來自各方民眾無數的報案電話,如何從119消防勤務派遣系統中所存放大量民眾報案資料,包含:案件類型、報案時間、出動時間、受理秒數、受理地點等資料,透過大數據(Big Data)分析進行勤務派遣的優化,提昇消防勤務派遣的效率,以確保民眾生命財產安全,即大數據分析與應用的概念。本研究以彰化縣消防局119消防勤務派遣系統中的大數據資料為基礎,從中找出對消防勤務派遣有利的資訊,作為優化消防勤務派遣效能以強化消防安全決策品質的工具。從彰化縣消防局近三年的實施成果發現,在出勤派遣時間、火災預防與搶救、緊急救護,以及消防勤務數據分析內容的跨局處應用等,都獲得極大的效益,成果豐碩。

As the amount of collectible data increases significantly and the cost of storing data continues to decrease, big data has become a hot topic in recent years. The 119 service command center of fire departments at all levels receives countless emergency calls from the public every day. The concepts of big data analysis and application are storing a large amount of public report information, including case type, report time, dispatch time, acceptance seconds, acceptance location, and so forth, in the 119 fire service dispatch system, and improving the efficiency of fire service dispatch through big data analysis to ensure the safety of people's lives and property. This research is based on the big data in the 119 fire service dispatch system of the Changhua County Fire Department. Beneficial information found in the research is used as a tool to improve the efficiency of fire service dispatch and strengthen the quality of fire safety decision. It can be found in the implementation results in the past three years of the Changhua County Fire Department that great benefits have been obtained in the dispatch time, fire prevention and rescue, emergency rescue, and cross-bureau application of fire service data analysis.
